Too blurry to tell. If it's a Die Chip it's really not worth a lot. Oh, and please specify if it's the Obverse or Reverse we need to look at. Just noticed the area in question on the Reverse. Could be a small Die Gouge.. again not worth a lot.
The only thing about it is that it is a solid filled in line that is smooth. Not like a scratch. It is raised with no lines or indention from a scratch. There is not a scratch on the back anywhere. That is why it looks like an OK, it is on the reverse. Does not look gouged at all. It is rounded and smooth all the way around the edges of the line.
Oh, I was looking at the scratch next to the "T" of "TRUST" on the obverse. It looks like it was a plating problem then, I think they are fairly common
But fun to collect - after all it's just a penny! What's that old saying (?) something about the thrill of the chase?
Let me explain it a little better. A Die Gouge would be on the die that is striking the Planchet. It would appear raised on the coin
