That Canadian cent is a counter collar clash. (or collar counterclash) The die was misaligned and the field clashed with the collar transferring the dentils to the top surface of the collar. then later a collar clash occurred again, this time transferring the clashed dentils from the top edge of the collar to the gutter that forms the rim. It can't be a simple collar clash because collar is not reeded. So without the first clash with the field, there would be nothing to create those marks on the rim.
