You can rule out an RPM (D/D) because mintmarks were no longer being punched into Working Dies by hand in 1994.
Not a D/D or a D/D/D or a DDO. Just a typical cent punched out with worn dies on a thinly copper plated zinc planchet. The eBay link is the same thing. Of course, thats my opinion as obviously the eBay seller would have folks believe otherwise.
