I might have something, @Cazador can you get better photos of the surface looking at this photo I think I see some cris cross pattern in the surface, One is linear plating blisters and the other could be as @cpm9ball says a die abrasion of some sort.

Hello everyone I just want to thank all of you for the information you guys gave me it was extremely helpful I took your information and examine the coin a little closer in detail took a toothpick and probe the raised area and it smashed flat so definitely blistering Again thanks
