It is a ridge ring. Most likely from die deterioration. For cases where the ring is around the entire circumference, Mike Diamond's article in Coin World maintains the cause is uncertain. (Feb 17, 2014 Page 66)

It is always best to post the reverse also. It is most likely a misaligned die although if the reverse is off center also, it would be an off center strike. Frequently misaligned dies include a collar clash.
