Where are you seeing it?

 

Looks to me to be a plating issue at the date but not a doubled die or error.

 

Some on the date and on the reverse

 

Look at one cent and America

 

Perhaps some die deterioration doubling on the date and some plating issues as @tommyc03 said. Not a doubled die.

 

I agree it appears to have some DDD also it looks like he has wart on his chin. LOL
