1994 D Penny Missing copper layer

I have an opportunity to buy this coin, i see one on ebay 1994P for 150.00 no bids though. A local grocer got it in a roll of pennies in 1994 when he got rolls from the bank

Any idea of what I should offer, its UNC

Need pictures.
It's a very rare occasion to find a zinc cent minted without its copper plating.
VERY RARE.
It's most likely had it's copper layer removed chemically.
