Yes, it is a 1993 Lincoln cent. You are correct in your assumption.
Die Deterioration with some kinda of gunk that affected the Copper Plating.
Half the coin is clean and bright the other half is funky and what's up with the letters especially the A
It's dirty and gunky. Also some sort of corrosion that is making those bubbles. I'd spend it before it disintegrates completely lol.
