is a circulation strike 1990 P Philly. they don't have mintmarks. for a 1990 "no S" it's a proof strike coin from a proof set. Should look like this:

@Bee69 …the extent of the MAD and the split-plate doubling on the reverse means you could keep it in a flip as an example of both…like an educational tool. Just don’t confuse it with any kind of value. The commonality of both negate any added value.
