Coin wrapper wrapping machine damage.
Not a Mint Error

 

I'm new to this, I hope you can see the pic of my 1990 no s..it has a ring inside of the rim..

That is a Philadelphia Minted Cent (no P)

But it looks like those circular scraps, as mentioned above, are from a coin rolling machine. aka Damage. aka Post Mint Damage - PMD.

Welcome! It's just damage from coin counter/rolling machine. Keep looking!

 

Whenever you see that ring, it is from a rolling machine that has a finger that crimps the wrapper around the end coin. Welcome to CT.
