    Yes.. It is damaged.
    That is a Philadelphia Minted Cent (no P)
    Not a no S Cent

    But it looks like those circular scraps, as mentioned above, are from a coin rolling machine. aka Damage. aka Post Mint Damage - PMD.

    Whenever you see that ring, it is from a rolling machine that has a finger that crimps the wrapper around the end coin. Welcome to CT.
