1990-d (steel penny?)

    They didn’t make coins of 1 cent of 1990 without a mint mark or even with a mint mark that were magnetic. However steel plating is magnetic. And it’s silver color, too.

    I have run into something exactly like this, the coin was not magnetic, so it's probably not a real steel penny, especially being a 1990 coin.
