Does anyone know what these small spots are on coin? They are on both the obverse and reverse (seem worse on the reverse). Do these spots (or whatever they are) effect the value of this coin?

They don't affect the price as your coin is just a bullion piece tied to the price of silver . There are some people who want their bullion pristine so you might lose a dollar or 2 . Though I doubt it .

Bullion coins are bullion coins. A nice way to own an ounce of silver tied to the market price.
