    Hello, welcome to the site.

Your quarter is damaged. Only the person who did the damage would know. It is worth 25 cents, and not an error.

excited to see some more coins from you

Welcome to Coin Talk. There's a lot of very knowledgeable members on this site. I'm sure any questions you have will be answered correctly by one of them. Feel free to ask. I'll be the third to say your coin is damaged and not an error.

Welcome to Coin Talk!! The coin is damaged as already said. You also asked a very vague question about star notes. A star note is a note that replaces a note that was misprinted/damaged and needed replaced before release. Here is a link that explains further. Star Notes (mycurrencycollection.com)

@ForeverPsalms91&23&35. At the very top or bottom of the page you'll see a bar with 4 different titles. Click on FORUMS. When the forums page opens up, from the drop down menu, choose where you want to post something. (Error coins, Coin Chat, Paper Money, etc.). At the top right click on "post new thread" and you're on your way.
