    I usually pick up any coin on the ground that I see but this is so ugly I wouldn't touch it.

    That is what is called.. DEFDAM - Definitely Damaged
    That is a Copper Plated Zinc Cent.. The area in question are open exposures in the plating that exposed the Zinc underneath.. Not a mint error.
