Welcome to Coin Talk. Definately post mint damage. Looks like someone pounded another coin against it (or squashed it with another coin in a vise) and groind the edges on a grinder.
It appears to have been severely damaged and then repaired (with a hammer). This is not unusual since most banks are loathe to ship any coins to the FED for redemption so people get stuck with coins that became inadvertently damaged such as in machinery or intentionally damaged for any number of reasons. These coins can eventually end up in possession of somebody willing to take a minute to repair them. Now days banks are less reluctant to remove bad coin so they are less common in circulation than they were ten or twenty years ago. A quarter isn't as much money as it used to be so fewer people will repair them. Usually all it takes is a few well placed blows with a hammer and sometimes a little filing.
