This No Mint Mark 1984 Lincoln Penny is obviously an "error penny". The word "ONE" is struck inside Lincoln's Head. What could this "error penny" possibly be worth???
Notice that ONE is reversed, the N is upside down, that is a dead giveaway for a vise job, or another cent pressed into the surface of the coin.

I think some of what you are seeing is corrosion, and that is the area that is green and in an arc thru IGWT. There is no doubling of God. The rim is no doubt from a vice job as is the backwards ONE. I know how it is when someone sees what they think is an anomaly/error. Sorry though this just isn't one.
When two materials are squeezed/struck together the softest one will "give" to the harder one. This point is proven with clashed dies. Not every point on a coin has the same hardness due to the way coins are struck. So the edge gave way to the letters it was pressed against. The edge of a coin can be softer than the field of a coin, due to the edge not being struck but rather it is pushed into place and does not always have the full striking pressures applied to it. Its just a bit of physics that's all.
This is not an error of any type but rather a damaged coin. If you notice the word ONE, it’s struck through Lincoln’s head and it is spelled backwards. That clearly indicates this coin along with another coin was put in a vice and squeezed. It is also indented and not raised.
You do understand what it means to be a collector. Stash that one away in a flip, grow your knowledge.
