Neither a mint or Circulation error. Errors don't occur during circulation. Its PMD - Post Mint Damage. Someone altered the Nickel somehow. That did not occur at the US Mint.
Not an error of any type. Circulation wear and damaged by an individual with to much time on their hands and not enough brains to do something constructive. Keep on searching!
