1984-D Error or Post Mint Damage?

I just found this while roll hunting The marks are so precise in the "S" and "T" that I'm not sure if it is just post mint damage or was created in the minting process.

Might be able to see more clues.

 

I tried taking pictures with my phone but they are too blurry. Is there a good app that I can use?
