A 1983 over a 1948? For that to have happen, a 1948 penny would have had to be put back into the coin press at the mint and repressed as a 1983, with the remnants of the 48 slightly still visible. If that's the idea being suggested here, this penny wouldn't have a zinc core and it would weigh accordingly.
Not to mention, the differences in the reverse. One does not see any "ghosting" . . . . . . Maybe it was the "Halloween effect" . . . . . . Z
