I got this penny today and know nothing about why it appears silver. Can anyone help?

It doesn't look silver to me. Keep in mind that, both, copper cents and zinc cents (like yours) can turn different colors depending on the conditions encountered while in circulation.

They both look within the normal color range to me. Please use a white background for your pics otherwise the background will influence the colors of the photo.

Could of been plated. There are no 1983 Cents struck on silver.

:bag: Edit - Or the copper layer wore away somehow exposing the Zinc Core.

Looks to me like someone might have stuck it into some vinegar for a clean job. Those blobs a lot of times indicate that the use some kind of acidic substance which if left on too long, not only takes away original tarnish, but also makes for spotting.
