I'm sorry but this is machine doubling. There is no notching at the serifs and the top of the A of States has doubling that wraps around it.

 

Take some images of One Cent . Their the easiest to photo ..

 

It's all about how the OP took his images . I used " United " and this is not MD . Here's the images of " Trust " from Coneca site .

When you don't take the images right, the " A " looks different in each photo .

 

The lack of split serifs at the bottom of NIT of UNITED and the lack of added width to these devices indicates MDing.
Sorry but the line that cuts into the overall size of the top of the A is still visible though unfocussed in the first pic

 

That's why I told the OP to take images of One Cent and now he has the site, to match them too . Then we'll know for sure ...

 

I'm going with Rick on this one, it's not MD from what I see.

It's MD, look at the " N " on " One, should be doubled and it doesn't look like it is ....
