Is this considered doubling on the LI in LIBERTY, above the D in GOD, and the E in WE? Or a die gouge? The coin is also slightly off centered.

MAD is a misaligned die strike. The coin will be slightly "off center".
You can tell because the rim will be thicker or even doubled on one side, and very thin on the opposite side across from the thick one. And then when you flip the coin over, the reverse is centered fine. If you flip the coin over and the reverse is also off center (both sides off center) then the coin is off center and worth keeping. If only 1 side is off center, (and just slightly) it is a misaligned die strike which is common and not worth much unless the misalignment is very large.
Likewise, the more off center a coin is, the more valuable it is.
You can see on your coin how the rim is thicker at 6,7,8 9 o'clock. And on the opposite site by the word TRUST it's very thin.
This is common and isn't worth anything, but it's still pretty cool.
And the reverse of your coin is centered correctly.
