Having a hard time determining the type of doubling I see on this coin. Some places look rounded and others flat. The back of his head seems to be well rounded but maybe not. Didn't know if the date was pmd or ddd. There is also an extra line on the right side of the torch from top to bottom.
Due to the Poor quality of the strike, IGWT, and in the date I will say that this coin has "Die Deterioration Doubling". It seems to be fairly common with Dimes. If you are looking close enough to find these, you should find other thing too. keep looking, and have fun.
