As for the pennies being hoarded, they already are. IDK what the population of the US is 325 million, 330? W/E. Let's say for round numbers there are 100 million households. Every single house has a jar of 300 pennies. And I am sure it's more. That's 30 billion pennies. Once they stop making the cent, those pennies will go to the bank/ retail stores/ coin star and they will circulate.

It's either a straight clip or damage. We need to see the reverse and the edge where the problem is to be more accurate.
It may be the zinc core of the coin showing. Cents from mid 1982 on are made of zinc with a thin copper plating.
