    Looks like corrosion of some type to me.

    This is corrosion which is commonly known as zinc rot. The copper plating was breached and the zinc is reacting with the environment. A Similar process happens to the steel your car fender when it gets scratched or damaged

    Not plating blisters but all corrosion caused by the environment and the conditions it was subjected to.
