1982-D small date question

I came across this 1982 D small date a few weeks ago.
It wasnt till i took a picture of this coin a few days ago that I noticed this small marking below the "R T" in LIBERTY.
Ive looked around a bit and havent been able to find anything explaining it.
Hopefully you pros can come up with something and share your expert thoughts.

If it is raised then it's some kind of weird Die Chip.. Nothing major
