    Can anyone tell me if the mint mark is doubled or repunched or a p over s.

    Looks like a normal Mintmark,
    with a few contact marks around it
    from circulation.

    You could also be seeing some very
    common mechanical doubling, which
    cannot be seen in your photo.

    But it's not a prepunched MM, or a D/S.

    It's hard to say for sure but given its poor condition it'd be a spender to me no matter what.

    It would be better if you use the "Full Image" option when posting the photo. I don't know why people keep using the "Thumbnail" option. It's useless.
