Why do you think it is an error vs. just being damaged???

Because he was getting ready for work and didn't have time to go into any detail, but it was too important to let it go for another 8 hours.

^^ Ok, then I'll say it. The mint does not make coins that look this way, either normally or as an error. But there are many ways damage can be done that could produce a coin side that has an appearance like this. PMD.

Crazy looking reverse but it's just damage.

    Welcome to CT.
It appears that someone drizzled material onto the reverse of this coin. Could have been silver solder as it appears to be the same color as the coin. Have you tried to "lift" any of the material up? Maybe soak it in acetone and see what happens to the material. Let us know the results.
