    Yes, it appears to be. Even though it appears to be a fairly significant amount of doubling, its probably not worth a premium. The coin is circulated (strike 1), on a coin not widely collected (strike 2), and a modern world coin (strike 3). World coins in general, and especially circulated examples of not-widely-collected coins, have pretty much zero people who collect varieties.

    It appears to be.. but foreign error is not sought after on the American market,
    Mules however are a different story.

    Double dies are infectious. They lead to double posting...

    The notching and spread on the "Fr" is very clear and diagnostic of a doubled die. As for value, doubled dies are fairly common on Belgium coins. All that matters is you like it--congrats on your find! :)
