    The separation is from the strike, not the die.

    It looks to be too worn to be a problem with the strike.

    Since there is no doubling anywhere else on the coin I'm inclined to believe it's die deterioration or PMD. The only thing that makes me question that is the doubling on the inside West of the 9. The thin part of the 9 on the top West also. Thanks for your opinions
