I see some unusual edge on this coin in left corner. I'm not sure that is off centre, maybe is hammered die error
It is called a Misaligned Die Strike.. Not Off Center Strike. Nothing rare and common on many Cents minted in the 1970's

It is described as a Clock Face : Top center is 12:00, bottom center is 6:00, right side center is 3:00, left side center is 9:00. Etc.
