It's a well circulated Quarter. The circle marks on the surface is damage from a wrapper crimping machine. Not a Mint error.
There are so many factors. The type of Mint Error is very important. There are minor and major Mint errors. Most are not worth sending in for attribution.

You see, I have a 1776-1976 Quarter which appears to display the fine details . The letters looks crisp and we'll defined, including fine lines on the drums.

If you are asking about the "76-D", there is not really anything wrong with it apart from the fact that it shows some cirulation wear. It seem to have a little luster still on it..

I have a 79 quarter that's identical to the one above . Where the I and n are together just like it. And filled in d. So I'm not sure about it being just wear.
