I just found a 1983 p quarter it say's in my redbook it's worth $21 is that right why so much?

I don't rely on the accuracy of the red book when it comes to pricing and this coin is a good reason why, yes in high grades the 1983 P is worth a considerable premium but in grades lower than MS65 no premium. The reason being that they did not come in mint sets and the overall quality at the mint for these particular coins was poor.

If it's a regular old circulated coin with all the dings and scratches associated with it I would guess no. Would have to see pictures to know for sure.

I'm not trying to be offensive, but the "P" mintmark doesn't stand for Pennsylvania. It stands for Philadelphia.
