Ok am I seeing things? to me this looks like it's a double die but again I'm new with this so could you please let me know what you think? this is a 1978 no mint mark quarter.

I'll jump since no one else responded. I believe it is mechanical doubling. A worn die leaving the appearance of minor doubling. If that be the case it would be considered nav, meaning no added value. I hope I am steering you in the right direction....martha lynn
Also, the coin has suffered a lot of damage to the devices. Please see LIBERTY. Looks like the reeded edge has been worn smooth also. Best of luck in your hunting . The lack of mm would indicate a Philly minted coin...martha
I mostly agree with Martha Lynn. I am unsure about environmental damage but the photographed surface hinders a solid evaluation.
I also agree with Martha. Appears to me as die deterioration and circulation wear. The "flat, shelf-like" appearance is the give away, IMHO.

I've found more than a few quarters like that myself. I've kept a few, just because they intrigue me and as examples of that type of issue.
