I don't know, but the surface reminds me of when I was a kid, and put a coin between a fold of canvas, and walloped the hell out of it with a hammer. One wouldn't think that the texture would transfer, but it did.
Looks like chemical damage. May have soaked the obverse in something mildly acidic or corrosive to copper for a period of time. There are no extra digits, just damage. Regardless of how it occurred, it did not leave the mint like this and is not an error
