1975 Improperly Annealed Dime?

    Found this dime in some loose change. It's a fair bit dirty, but it still has remaining luster. In the light I can only see clad on parts of the rim&edge, with the obverse and reverse faces showing a dark blackness with strips of copper. The coin weighs ~2.23grams.

    Looking at the rim, there is very little nickel. Parts of the rim are completely missing clad. To the eye, it looks like a bright red copper.

    Is this PMD, and if not, is it improper annealing or something else?
