Does this mean it is NOT a clip?
no, that is not what it means. Blakesley effect means that he area directly opposite the clip [the other rim] will be weak or not struck up
I thought that would have helped determine if PMD or not. I never thought to look directly opposite the clip.
That is definitely a clip or "incomplete planchet". While the "Blakeslee Effect" can be an added bonus, a lack of a Blakeslee Effect does NOT mean that the clip is not authentic. Especially on larger coins. The key is in the metal flow at the clips edge. If the device is sharp and appears "cut off" then it possibly a fake. But if the devices blend into the edge of the clip such as the OP's coin, then its definitely authentic.
"Better Pictures" image #2 appears to show the copper core position reversed from it's position before the clip. Which is what a real clad clip should do.
