It doesn't appear to be any error. I do believe it is wear/damage. Take a look at it using a magnifying glass or ouope

 

the part at the bowtie looks to have been where some of the design from the die has been removed because of over polishing the die. is there something wrong with the top of Lincoln's head , in the photo it looks like something is wrong.

 

I think just damage.

I'd be cleaning off that yellow booger-lookin' thing. That thing is kinda creepy.
