This is mechanical doubling, flat and shelf like. Notice the mint mark. Mint marks were hand punched until 1989. If you notice doubling and the mint mark is also doubled prior to 1990 it's probably MD.
Stop looking so hard. These 'clouds' you see are mostly, if not all, mechanical doubling. To be a true 'doubled die' the visage would have to be worked into the hub of the original master die.
