1971 possible dd,,please help.

I found this quarter few days back,and just need some advice on what is with the doubling look that's above the arrows,also I see signs of other doubling, but there's nothing about this year thanks for the help...

Very interesting coin don't think it's a doubled die.
Most likely a die break. I'm not much into Washington quarters. Hopefully others will chime in. I want to hear what the experts have to say

 

Yea I think this is the first quarter that's ever jumped out at me,my son was the one looking it over he is 8 and says dad this bird looks funny lol.
