I don't believe that is a full steps designation. What I have used in the past to see what are good examples of full steps are the sold listings of FS Jefferson Nickels on ebay. You usually get some good close ups and also some prices along with it. Keep on hunting!
It looks to be slightly off center, so it's still a keeper, and good condition. There are breaks in the continuity of the steps. Is it in an album? Looking at the edge with the thicker rim, I can't tell.
I guess the reverse is maybe a bit off center. Again, not anything that I would consider worth keeping.
