It's in bad shape with all the circulation wear and tear. Most likely Mechanical Doubling. Aka worthless doubling
Well ive seen alot Of worth less doulbling on nice ms 70s but i never seen worth less doubling like this i got beuitifuil 70s that dont come close to this worth less doubling on such an ugly coin.But buety could only be caught if you know what your looking its there its just not an artistic image
Guess its how you look at it it does have the die markers .But dont know how important they are over the years they wear out specialy scratches

Go to: www.varietyvista.com www.doubleddie.com They have listings of the known doubled dies. See if you can find an exact match. If you can’t find a match and think you have something new, they will do evaluations for a fee. Your pic quality is poor (just being factual, not personally critical), but from what I can see, it’s either mechanical doubling (MD) or die deterioration doubling (DDD), so my recommendation is to move on. There are multitudes of MD and DDD for every true doubled die. That’s why these are referred to as “worthless doubling”. Hope this helps
