This was pulled from a mint set, so I assume the damage occurred when it was struck.

Any thoughts on what this may be?
    Struck through debris?
    Heck if I know.
    You tell me!

I cant remember when they stopped the cello packs. Was this in one of those?

That was damaged after leaving the mint.
It looks like it was smashed against a concrete block.

Looks like melted plastic on it. I wonder if at first they had some issue when sealing a set and then ended up putting it in another one later or something.

From the picture, it almost looks as if some plastic started to burn and adhered to the coin. It appears as if the textured area is raised and a stuck through would be recessed in the design.

Did you see the coin in the original cellophane packaging? My guess is the plastic envelope started to burn and stuck to the reverse surface. If you saw the coin and it was like this in the original mint issued plastic envelope, or the textured area is recessed, then you may have something interesting.

It could be melted plastic, or
    it could be glue.
