1969-S Jefferson Nickels Steps

    After searching and searching, I found this 1969-s Jefferson Nickel in my collection is this considered full steps?

    And are they rare on a 1969-S Jefferson Nickel

    It's a proof.

    For most dates FS aren't very tough on proofs.

    Might be a proof instead of business strike?

    It's a proof coin. They don't attribute FS on proofs.

    It's not FS anyway. That hit in the middle of the bottom steps ruins it.

    So they made two 69-S's? One business strike and one proof?

    The reason I'm asking, I found a 69-S in circulation a few years ago. It has a bunch of steps but it looks like high luster to me as if it's a proof. Besides the luster factor, is there any other way to tell the difference between the two?
