No. Until 1989\90 the mintmark was handpunched into the master die. It was a separate process to the hubbing of the master die. Therefore it cannot be considered as a doubled die issue, and why it has it's own descriptor, RePunched Mintmark. The reason you can't find something like your coins is that strike or machine doubling is a random event caused when the obverse or reverse dies jump, twist or bounce during the process of striking the planchet. If it was a true hub doubled die the doubling would be on all coins struck during the life of the die. Strike doubling is the result of a die becoming a little loose in it's retaining system due to the force of the strikes and mechanical vibration.
