I'm in 19's camp re: split serif's not present. But that leaf I'm sure you were trying to show, in the two very first photos, looks interesting.
Here's an old image from my Dino-Scope, much better for viewing the Q & U, first 2 images were for the leafs and etc. I think its way past split serif's, thats for tight doubling .
Everyone here has always told me this sort of thing is MD on a worn die. The only possible split I noticed was the second S in states?
Its not the coins, my wife father past last march and my house is full of his stuff, plus my wife mother stuff and all our stuff . Time to get " POD " to put all these thing in ....
Now that is a tight spot. Perhaps time to make some decisions about what stuff needs to stay around forever. I have been lightening my load for years and it is like surfacing from the deep. Best of luck.
