Hmm/ Now I'm thinking it's both a lamination error. Attached and detached.

 

Defective Planchet with Delamination. Attached and Detached Delamination.IMO.

 

Your cent is a delaminated one. The piece fell off. Here is an attached lamination so you can compare and see the difference.

 

It’s attached and folded over.
