It is better to keep your mouth shut and be thought of as an idiot than to speak and to erase all doubt. If you had bothered to read (side question, can he? Don't bother sharing thoughts on that, it's clear he can't) you would notice a source at the bottom of the chart. It turns out that it's not easy to collect the data. You have to go back to the various laws enacted to create the coins and often identify the tolerance. Where tolerance isn't specified in one law, you need to determine the laws in effect at the time. You have to have some level of knowledge of several different measuring systems - metric, avoirdupois, grains, etc. It's not always easy to find the various legislation - sometimes it's part of another law.
