Certainly not at the time of the striking but at some point under Treasury Department observation.</p><p><br /></p><p>I would find it very interesting to actually examine the NNC coins first hand with the specific intention of comparing them to the 1964 SMS coins. If similarities or even exact die characteristics were found on both then that would answer a lot of questions.
