But what does that mean, "officially released" ?

Suppose the Mint Director took one thinking the whole batch was going to go out soon ? And maybe gave it to a family member ? Or even used it to buy a pack of cigarettes ?

Do coins require an "ALL SYSTEMS GO...RELEASE" telegram/email from the Treasury Secretary or Mint Director to some lower-level bureacrat before coins can be released to the public ?

I don't recall the exact procedure to commence an "official release" in RWB's From Mine To Mint but maybe other books cover this procedure ?
